Excuse my late response and sorry to hear about the broken cover but I wonder if the problem might be a knackered radiator cap as steam seen rising from the radiator? These are difficult to test so best to replace.
To test the thermostat (from the Kwak manual) it needs to be submerged and opens at 80.5 - 83.5c, the valve full opening lift is 8mm at 95.0c.

Found a used pump cover on eBay and have ordered new thermostat as when I checked it again it doesn’t open till the water was completely boiling, water flows freely through the rad and block so can’t think what else it could be

We are lucky in that our bikes have yet to attain 'classic' status so used parts remain available and more importantly affordable - sounds like you have this sorted!
